Ullmann, Günther, Personnel Division Leader (1964-1967) (1969-1980)
Biographical history
After training in law, Gunther Ullmann joined CERN on 1st May 1955 as deputy head of the Personnel service in the Administration (ADM) division. The ADM division was set up to organize the newly created CERN’s internal administration, centralizing finance, personnel and purchasing services and also other services dealing with arrangements for Council Sessions and Committees, external relations, etc.
In 1961, the finance functions were transferred to the newly created Finance Division. The remaining Administrative Division was reorganized into three services: Administrative, Personnel and Purchasing, plus the Public Information Office. The normal executive functions of the Personnel Services continued under the leadership of Gunther Ullmann and a new office of Administrative Services was formed under R. W. Penne (see CERN/0394).
In 1964, a reorganization of the former Administration Division led to the creation of the Personnel Division. The Administrative Service, Training and Education Section and Personnel Service moved to the Personnel Division directed by Gunther Ullmann (approved by the CERN Council, 25th Session held on 11 October 1963, CERN/0544/Add.)
In December 1967 the Council approved the appointment of William Lock as Acting Leader of the Personnel Division during the absence of Ullmann (CERN/0776).
In 1969, Ullmann resumed leadership of the PE division until the end of 1980. From 1981 to 1982 he was Chairman of CERN’s Standing Advisory Committee.
In 1983 he was appointed Manager of the Staff Insurance Scheme for an initial period of three years (CERN/CC/1467), then reappointed as Administrator of the Staff Insurance Scheme for another three-year period in December 1985 (CERN/1600).
He retired from CERN in April 1989.
